

Every summer, the presence of pets on beaches in Greece leads to debates and misunderstandings between beachgoers and pet owners. Conflicting information often causes confusion regarding where pets are legally allowed to lounge or swim.
As beach outings peak during the summer months, it is essential to understand the exact legal rights and obligations of pet owners in Greece.
Greek law makes a clear distinction between different types of coastal areas under Article 19 of Law 4830/2021:
Unorganized (free) beaches
Access: Dogs are legally allowed on both the shore and in the sea.
Requirement: On the beach itself (out of the water), dogs must always be on a leash, wearing a collar, and under the strict supervision of their handler.
Organized beaches
Access: Dogs are only allowed if the operator of the beach facility has put up explicit, visible signage permitting pets.
Exception: Assistance dogs are exempt from this restriction and are allowed on all organized beaches regardless of signage.
Requirement: Leashes are mandatory at all times when the dog is out of the water.
Blue Flag Beaches: Beaches certified with the “Blue Flag” by the Hellenic Society for the Protection of Nature strictly prohibit dogs, with the sole exception of certified assistance dogs.
What qualifies as an “Organized Beach”?
According to Presidential Decree 71/2020, an organized beach facility is defined as a coastal or port zone that either charges an admission fee for swimming or is officially designated as a highly frequented (“crowded”) coastal area.

To avoid fines during routine inspections by the authorities, owners must ensure their pets meet the following criteria:

Specific maritime regulations govern how pets are transported on commercial passenger ships, divided by animal size:
Large Dogs
Where they can stay: Large dogs are prohibited from enclosed passenger public areas and closed car decks. They must stay in dedicated pet kennels located on the open decks or open-air areas of the ship, which are positioned to offer maximum weather protection.
On Deck: When walking across open decks, dogs must always be on a leash and accompanied by their owner.
Pet Cabins: If the ship offers designated “pet cabins,” large dogs may stay inside with their owners for the entire voyage.
Small Pets
Where they can stay: Small pets have more flexible rules. They are allowed in all open and enclosed passenger areas, provided they remain inside an appropriate pet carrier and the captain consents.
Disputes: If other passengers complain, the ship’s captain or an authorized officer has the final say on how the situation is handled.
For all ship travel, owners must carry their pet’s health booklet or European pet passport to prove the animal is microchipped, healthy, and fully vaccinated.
Exemptions: Assistance dogs, search and rescue dogs, therapy animals, and military/police dogs are permitted in all open and enclosed public areas of the ship, provided they are leashed and their handlers carry the proper certification.
